Founder Statement

Serotiny Rebuild Consulting was founded in response to the strain placed on residential construction systems following large-scale disaster events—where demand accelerates, experienced labor is limited, and project conditions become increasingly difficult to track and verify.

​

With more than 30 years in construction, Joel has worked throughout the Altadena and Pasadena communities for over two decades, including operating a local residential design-build company and beginning his career in the trades as a carpenter. The recent fires impacted not only the community, but also former clients, colleagues, and projects developed over years of local work. That connection informs a long-term perspective—focused not just on rebuilding, but on how these homes perform and endure over time.

Drawing on this experience, the work focuses on providing structured, independent, eyes-on documentation of actual field conditions—capturing how construction is being executed in real time, tracking alignment with approved plans, and creating clear records that support accountability throughout the build and into the warranty period.

Professional credentials include ICC Residential Building Inspector certification, California contractor licensing through the Contractors State License Board, and Certified Professional Inspector designation through InterNACHI.

Maintaining an independent, arms-length role is fundamental. The service is observational, not directive—providing a credentialed, non-adversarial record of conditions during active construction and beyond.
